Therefore, the explosive growth in alternative credentialing programs for new teachers could be considered as being legitimate and justified responses to market conditions. In fact, as Rosenberg and Sindelar (2005) point out, "For decades, there simply have not been enough qualified teachers to address the educational needs of the growing numbers of students. Moreover, the traditional source of supply for classrooms, freshly minted graduates of college or university degree programs, has not met the growing demand for teachers" (p. 117)."
