"While ?lobbying? often brings up images of secret deals and favors being passed under the table and out of sight or scrutiny, the lobbyists themselves, as long as they stay within the laws passed by our country about their practices, are exercising their rights to free speech guaranteed in the First Amendment of the Constitution. Typically, lobbyists are highly knowledgeable about the group or issue they represent. They are good fundraisers and are authorized by those they represent to make campaign contributions, and they know how to sway representatives to look favorably on their needs (Hamilton, 2002). Of all these practices, it is probably the fact that they can make sizeable campaign contributions that raises the most concern for voters. The fact is that many people see lobbyists as shadowy individuals working barely inside the law and trying to exert undue influence over our government (Hamilton, 2002). This view has been bolstered by the revelations that both Enron and Arthur Anderson, two companies heavily involved in scandals involving improprieties over how they conduct their business, have made extensive use of lobbying (Hamilton, 2002)."
