"There have been only a small number of treaties to help lower the effects of climate changes. As mentioned in the text book Environmental Science, the Kyoto Protocol of 1997 was developed in Japan, where over 161 nations were represented. It required 39 developed countries to lower their green house gas (gases that contribute to global warming) emission to an average 5.2% less than the 1990 levels. The Kyoto Protocol would grant credits for environmentally friendly action which would allow for leniency in other areas. The Protocol was ratified in 2004, and many countries were already well on their way to meeting the set goals. In fact, by the year 2000 Great Britten had already met this goal. Unfortunately one of the baggiest contributors of green house gases backed out of the protocol in 2001 and had raised its green house gas emission by 14% from 1997 to 2000. This country was the United States. (G. Tyler Miller 381) From the point of view of the state it is much more important to become developed and secure an economic and political power in the world than to maintain the environment safe. It is not to say that the earth is not important or that it is not necessary to preserve it. Population must be kept in control and that we must manage our rescores better, but for a state, these issues must come second others. (McNeill)"
