It focuses on the roles of the media, public opinion, the Congress and the White House. "The first of the groups to be discussed is the media. While it is commonplace to argue that the media does not really have any "great" impact upon policy-making decisions - chiefly because it tends to lurch quickly from one crisis to another in response to what it perceives to the public's short attention span (Kingdon, 62; Downs, 38-50) - the reality might be somewhat different. For one thing, as Bernard C. Cohen wrote long ago, the media has historically been the chief means by which people who might otherwise have little contact with one another communicate with one another - simply because the public coverage devoted to a topic brings that topic to the attention of otherwise disparate groups (Cohen, 39-45; see also Kingdon, 63)."
