This paper attempts to provide a comprehensive assessment of how theory and practice interact in relation to welfare provision. It begins with an outline of the history of welfare provision followed by an appraisal of how social welfare provision has altered over time together with theoretical changes that have prompted such development. The social issues which underlie welfare provision are then outlined, such as class and geographical location. Finally, present welfare policy is conceptualised within the broader framework of British government social policy and issues such as employment, education and health are assessed in terms of the interconnection they have with welfare policy.

"Furthermore, low levels of educational attainment have been directly linked to social exclusion and increased likelihood of welfare dependency. As such, social theorists such as Hayton (1999) have detailed in extensive fashion the degree to which welfare dependency, social class and low educational achievement interact at a fundamental level. Therefore, social theories of exclusion and welfare dependency have gained the relative ascendency in recent years. For example, Sheppard (2006; p. 19) has outlined how increasing welfare dependency has created and "sustained" an "underclass" in British society based on exclusion and poverty. Furthermore, Spiers (1999) has suggested that there is a direct link between social exclusion and housing, whereas Purdy & Banks (1999) have chosen to focus on health care and exclusion."
