"Furthermore, low levels of educational attainment have been directly linked to social exclusion and increased likelihood of welfare dependency. As such, social theorists such as Hayton (1999) have detailed in extensive fashion the degree to which welfare dependency, social class and low educational achievement interact at a fundamental level. Therefore, social theories of exclusion and welfare dependency have gained the relative ascendency in recent years. For example, Sheppard (2006; p. 19) has outlined how increasing welfare dependency has created and "sustained" an "underclass" in British society based on exclusion and poverty. Furthermore, Spiers (1999) has suggested that there is a direct link between social exclusion and housing, whereas Purdy & Banks (1999) have chosen to focus on health care and exclusion."
